As the One Piece manga hurtles toward its final saga, chances are Luffy will face his hardest battle against a Marine before confronting Imu!

Imu being the final boss in the One Piece saga is pretty given at this point. But for Luffy to confront him, there must be at least one last key piece that stands as the World Government’s ultimate defender. And there comes Kong. Sure, Eiichiro Oda hasn’t shed enough light on this high-ranking character (no Devil Fruit, no confirmed feats, and he has never even fought on any panel), but what if his silence is intentional?
The Gorosei were the five top heads who fought for the WG, but five doesn’t feel like a perfect matchup against one Luffy. Fans would love to see a clash between only two individuals with equal strength that pumps the adrenaline even faster. And Oda must be prepping to pull off something like that in the final One Piece saga. Now, if you’re still unsure why Kong could be the key, here are the answers for you.
Why Kong Is the World Government’s Final Line of Defense

Without any exaggeration, we can safely assume Kong is the strongest Marine to ever live. Why is that so? Well, basically because he is the Commander-in-Chief of the World Government, a rank above Fleet Admiral! Surely, this throne wasn’t given to him for nothing.
Furthermore, One Piece Chapter 0 did actually prove he was the Fleet Admiral during the Edd War, where he even commanded Prime Garp and Prime Sengoku. His Vivre Card also confirms that he has authority over the Marines, Cipher Pol, and almost everything else.
Now, what truly solidifies his position as the World Government’s final line of defense is how Oda drew him. There are battle scars all over his face that may well look worse than the ones Kaido has. Well, doesn’t that raise eyebrows? Why would a desk worker need scars like that? So, what if he isn’t retired yet?

This should be enough to prove that Kong must be Imu’s ultimate defender. He may not be physically stronger than Garp, but what makes him a far more dangerous threat could be his knowledge of ancient secrets. He must possess weapons or techniques that are outright banned.
All of this only suggests that Kong is stationed in Mary Geoise not as a politician, but as the kingpiece guarding Imu’s throne. And when the time comes, Imu will unleash him to go after Luffy to eliminate any possible threat, which is why we must be prepared for the worst to come.
How Kong Could Be the Final Hurdle Before Luffy Faces Imu

The possible Luffy vs Kong fight won’t just be a battle of brawn; there will be plenty of psychological warfare mixed into it. Both characters bear completely opposite ideologies, which fuel their motivation to fight for their beliefs. Luffy will fight for freedom that isn’t ruled by authority, whereas Kong will engage to maintain authority over freedom. So yes, it will be a fight to behold.
