
However, some other members are still weak, and this brings down the overall power level of the Straw Hat Pirates. Thankfully, One Piece fans also know that there will be new additions to the crew in the Final Saga, and that they will be powerful. Most recently, Oda has been teasing the joining of Loki to the Straw Hat Pirates, and he would be a welcome addition to the group. But, most fans fail to realize that in the Elbaf arc, fans will see the addition of not just one, but two new Straw Hats, and that is very exciting.
The Straw Hat Crew Isn’t Complete Yet
The Straw Hat Pirates are incredibly powerful right now. Led by Monkey D. Luffy, the Straw Hats are currently made up of Roronoa Zoro, Nami, Usopp, Sanji, Chopper, Nico Robin, Franky, and of course, Brook. In the New World, they were joined by Jinbe and there are going to be more additions to the crew as well. While some fans argue that the Straw Hat Pirates are already complete, the fact is that Oda himself prepared for 10 members under Luffy when he started this journey. Luffy also said that, not counting himself, there are 10 people he would like on the crew, at the very least.
The phrase “at least” is incredibly important here. While there will be at least 10 members under Luffy, there could be even more, and that is what makes the final saga as exciting as it is. One thing that fans can say clearly, however, is that the Straw Hat crew is far from being completed and that more members will join at some point, possibly even in the Elbaf arc.

As things stand, the first member who will join in the Final Saga will be Loki. The Accursed Prince of Elbaf was properly introduced to the fans in the Elbaf arc of the series, and he has already impressed many with his incredible character writing, but also his tremendous strength.
The Final Two Straw Hats Will Be Loki And Ragnir

Loki being a Straw Hat should not come as a surprise to any fan. For starters, Loki is unwanted in Elbaf. The entire country detests him and at the same time, fans also know very well that Luffy enjoys his presence quite a lot. Even though the whole of Elbaf had bad things to say about Loki, Luffy still trusted him easily and even spent time with him carefreely in the Underworld of the country.
Most importantly, however, Luffy could even see that Loki has a kind heart. Luffy’s Observation Haki helps him tell the true nature of people far better than some others. Rayleigh mentioned it clearly in One Piece Chapter 895 that Luffy is especially attuned to the true emotions of people. At the same time, fans know very well that Luffy invited Loki to join the crew before the Elbaf flashback began.

While Loki is the first Straw Hat in the last segment of the story, fans might be confused as to who the second one will be. The answer is none other than Ragnir. Up until now, Ragnir was only seen as Loki’s trusted warhammer weapon. Now, it has been confirmed in One Piece chapter 1170 that Ragnir is actually a hammer that’s eaten a Devil Fruit and that it is fully animate. Ragnir is even a fighter on its own, and can take on enemies stronger than Yonko Commanders and potentially even guard against the likes of Yonko and Admirals of the One Piece world, such is its strength.
Based on all the characteristics, Ragnir needs to be classified as its own Straw Hat, even though it is an ally of Loki and fights by his side. This is similar to how Karoo is always next to Vivi, but is classified as its own Straw Hat. Ragnir joining the crew would give them a big strength boost that they desperately need at this point in time, but also a fun animal that would serve a big purpose when it comes to light-hearted moments on the ship between different islands.
Ragnir Would Serve As The Next Straw Hat Mascot
More than that, Oda could use Ragnir as a mascot of the Straw Hat Pirates. Fans know very well that Oda turned Chopper into the mascot of One Piece, but with the addition of Ragnir, there could be yet another. This would give the Straw Hat Pirates two mascots, both being incredibly cute in different ways, and it would help One Piece sell more merch. This is something that Oda would definitely love, and fans absolutely cannot wait to see Ragnir join the crew.
Ragnir’s inclusion in the Straw Hat Pirates is likely to happen, but it might fall apart because, at the end of the day, Loki could simply choose to go his own way and not side with Luffy. Still, at this particular point in time, Loki and Ragnir are the two likeliest Straw Hats to join Luffy at the end of this arc.
